For free advice, I'll just tell you there is no problem publishing a picture captured on public street of other people's dog. Just like there is no problem publishing a picture captured on public street of other people's car.
I don't even think there is a problem to use those pictures as advertisement, but just to be careful, I told you not to.
But for picture of other people, definitely not advertisement without their consent, However, using other people's picture without their consent for news and art purpose is fine.
