Order to show cause Re: dismissal

plaintiff are ordered to appear and show cause why the court should not dismiss this case for relay in prosecution....

是alameda高院的信，涉及2011年的eviction。当时法院先来一封信赶租客，似乎我还叫了警察同去，租客欠几个月的租金未交跑了人也找不到了。后来法院又来一封自相矛盾的信大概是要trial啥的没理。信中说按法律5年就subject to mandatory dismissal，那它dismissal不就完了？

信中说Plantiff and defendant must file and serve any briefs and evidence in support of or in opposition to dismissal at least five dates before the hearing.

"why the court should not dismiss this case..." 不懂这意思，他问我我问谁啊？我有没要求法院一直保留这case？租客走了多年了法院也没问过？evication需要什么结束语吗？还是变着法子要钱？如何处理？请教。
