第一，government contractor的合同可以理解为
“employee should devote full time (40 hr per week, not 24 by 7) and best efforts to the company's bussiness and will not engage other bussiness activities which are related to the provision of (providing) services which are competative (you say your moonlighting is not competitive, but your company might think otherwise) to the services provided by the company.”
政府的工作和你要兼职的工作内容可能不一样，但是你这个contracting的公司可是什么活都接的。你的前老板如果不直接雇你，是不是也要找像contracting company去雇人？这样你不就和你的公司竞争了吗？
第二，在你做第二份工的时候，不要透露你全日制工作的任何工作细节。因为这个牵扯到trade secret和non-disclosure agreement。一般来说，在新工作中，你可以用你在以前工作中积累起来的经验，但是不能直接运用你在以前工作中得到的外界不知道的信息。比如，以前学到的如何编程序更快，以前公司的流程如何合理，你可以在新工作中用；你以前编过的程序，写过的报告，是前雇主花钱雇你写的，不能直接拷贝到新工作中，也不能向新工作中的人描述过多。
