premium是付给保险公司，怎么会政府退给你？

不知道楼主问的是什么。你工作的时候公司没有给你买保险，所以你自己买的O8care？工作丢了以后，应该可以改O8care，see https://www.healthcare.gov/coverage-outside-open-enrollment/special-enrollment-period/

• Death of a covered member of your household
• Turning 26 and aging off your parent's plan
• AmeriCorps VISTA members starting or ending their service
