请问： 收到 IRS Notice of Deficiency letter

请教各位：

我于上月收到 IRS 关于 2012 年 tax 的 Notice of Deficiency Letter：

In 2012, 我从我的ROTH IRA 中提取了$5000 (是本金， 非利息), IRA 要求我付income tax for 这$5000， 大约$1900.

在信中， IRS 提到 “If you want us to consider additional information, please mail it to us.."

根据ROTH IRA 规则， 本金提取应不收税， 因为 ＲＯＴＨ　ＩＲＡ　是税后收入。

请问我该如何回应。　我需要找税务律师　或　ｆｉｌｅ　ａ　ｐｅｔｉｔｉｏｎ　ｗｉｔｈ　ｔｈｅ　ＵＳ　Ｔａｘ　ｃｏｕｒｔ　吗？
