I know what I am talking about. I deal with your situation on daily basis. it is the court. sheriff does not know anything. neither does dmv. if you know which court I may be able to give a pointer or two. one more thing, you may need an aps hearing anyway. dmv letter normally tells me how and when you can request one. typically it 14 day from mailing of the letter.
