I am an agent. Most of time I will tell customer upfront that I won't provide rebates so there is no ambiguity. Sometimes a client was referred to me by friends or existing clients. At first she was too shy to ask for commission rebate, several weeks later after we signed the rep agreement, she started to mentioning/ask for a rebate ...

Nothing wrong with asking for rebate, just be upfront. Different people has different standard.
