Thanks so much! I guess the only thing that needs translation would be the birth certificate then. They are over 80 and so will be exempt from the finger printing requirements. 

I see. Can I ask any person in the US to do it and notarize it?

-Yes except your relatives. Read the link I cited in my above response for the USCIS translation requirements.

There is a Chinese woman who is also a notary in my town who is willing to help.

-If the lady has the Notary Public license, then she can notarize the translator's signature. If she is also the translator, she is also the translator, she can notarize her own signature.

Or do I need to go to a bank to notarize her signature?
