我是公民。领养的孩子已经拿到绿卡了。现在7岁。什么时候可以申请公民呢？需要在他18岁以后，还是绿卡两年后?

-Do you mean you adopted a child from a foreign country (e.g. China) as a US citizen and USCIS sent the green card to the child? If yes, your adopted child has automatically been a US citizen.  Thus, your child can file N-600 to get the Certificate of Citizenship (you can sign the N-600 for him/her due to his/her age is < 14)  or directly apply for the US passport.
