connection at T3, Beijing airport

Hi, All

My parents are going back from JFK via T3, Beijing airport. I am looking for information/validation for the connection at T3 (www.airchina.com.cn does not have the related details).

1) Are the any services to help seniors to pick up lugagge, go through custom/checks, check in/board the connection flight (in T3)?

2) Are these steps accessible to someone driving to T3?
