车下坡时， 刹车减速， 车有时发抖， 请专家指点原因

车下坡时， 车速过快。 用“点刹车”减速， 车有时发抖。 发抖时， 刹车已经松开了（脚离开刹车踏板）。 去做了轮胎的balance 后， 还是有同样的情况出现.  请问这可能是什么原因？ 

是不是因为刹车松了后，没有完全回位， 所以转动的轮胎似有东西附着，不balanced， 所以车震动？ 

刹车需要flushing or bleeding?
