she is saying cylinder stem valves?

if you can't pass emission or feel losing power, you can have engine shops to adjust those, or try cleaner to clean those up if one or more are stuck of clogged. 

Try this first - go buy a bottle of Techron and pour it into your fuel tank before filling up.  This may clearn the valves up.
