请教HVAC问题

1800sf townhouse, 2 levels, a/c American std condensor 2 ton, 2016, Furnace American Std.

Thermostats target 75F, stuck at 77F for 3 hours now. What can be the primary issue?

BTW, his household energy usage is 209% higher than average. It does not make sense to me. What can be an ease solution. He purchased the TH two year ago and have the issues since then. This is the first time I observe the issue in person. Many thanks!
