房客有新生baby，可以eviction吗？

请教各位大佬，房客搬进来三个月，就开始抱怨要搬出去，因为有一次小偷潜到后院，来了一大群警车停在路边还有和直升机在天空飞来飞去，弄得他们一家没有安全感。他们有两个10岁，3岁的孩子，从搬进来就很不省心，总是找麻烦。他们五月份给了3个月的notice，要七月底搬出去，3个月的notice上说会按时付5月，6月，7月的房租，我们同意他们搬出去。他们不让新房客看房子，说他们住在里面，搬出去后新房客才可以看房子。五月按时付了房租，昨天告诉我，他们不打算付6月，7月的房租了，要我从押金里面扣（有2个月的deposit）。现在第三个孩子刚刚出生几天，更有理由找不付房租。有新生baby，可以合法eviction吗？各位大佬，请支招？谢谢！

房客从一搬进来就唧唧歪歪的，明显找茬的主，所以我非常小心，有什么要求总是马上解决。
