打扫和维修就是一笔不底的费用

Could you be more specific pls? 

You said: 少则一千，多的甚至有到三千的...Why do you have to pay such a high amount of cleaning and repair when there is no tenant? 

In winter you may have to pay heating costs depending on where you are, if you have no tenant.  But cleaning and repair costs?
