Gutter not pitched properly 是roofer的责任吗？

最近下大雨，房客报告说Gutter not pitched properly，需要修理。这个房子刚刚换过roof。外行地问一句：这个问题可能是roofer换完roof造成的吗？一般找谁来修， roofer， 有专门修gutter的吗？
