The problem is who is renting to you?

Landlord getting 1% to 3% annual increase, have to keep you forever and the city government charges landlord lots of admin fees to track which house is for rent and what the last move-out rent is and how much and what the new year rent is.  Berkeley used to write to the landlord telling them which unit rents how much.
