We inherited a section 8 tenant which gave us lots of troubles. 

I posted eviction notice several times, but could not make them move away.

The bushes in front of the house were set on fire and racial slurs were painted on the garage door one day.  The house was in the news for hate crime.  The tenant moved away.

When we fixed the house, several neighbours came by and asked us to choose good tenant for the house.  I believed that one neighbour did it.
