It is not that simple

You don't need high shutter speed for your 18-55mm.  Anything over 1/60 is okay.

For the tele part of the this zoom len (200 - 250 mm), you will need at least 1/150 with IS.  At F5.6, you will need almost perfect light and high ISO to achieve that speed.  My guess is that you would go to F8 with this lens to get decent IQ.  In other words, the tele end of such lens will be almost impossible to use.

So, please save your $ from buying such lens.
