How come the 30-year rate is lower than the 15-year?   This can not be HELOC, or maybe this is HELOC fix rate schedule.  Even though this is HELOC fix rate option, I don't think that 15-year rate can be higher.  If this is second mortgage, I would think that the rates will be higher than the first mortgage.  The first mortgage rate is around 4% for 30 years, then the second mortgage should be around 4.25%.
