...he lost his job. That family will certainly qualify if entire stream of income is from his $12/hr new job. Once getting section-8, they can live at the same place while you most likely can charge $200/month more without any problem. Government will shoulder large portion of the rent.

Problem is it could take years to get section-8. But late is better than never.
