plumbing cost

tenent hired their own plumber and deducted half of  their plumbing cost ( $165) from rent without my permission. They have been there for 1.5 years and said it was due to existing issue! As protactive prevention,  I just did high pressure wash half year ago and paid full cost while they lived there. 

Should I just let it go or should I say anything or should they pay full cost?
