交了四年的 sewer 费用给sewer company, 昨天突然发现出租房是在用 septic tank, 下一步该怎么办？

我在西雅图有一套出租房，每月交sewer 费用， King county的记载是sewer connected to the city sewer, public.

两年前下水道堵过一次，来维修的plumber 用了snake and camera， 我当时也在场，从camera 中我亲眼看到从我的出租房到city 的sewer main, plumber 告诉我全长一共150 尺。

昨天房客告诉我发现院子里有一个地方有时往外冒水，怀疑 我的sewer line pipe broken, 我立即带人去挖开，发现地下三尺深的地方是一个8‘x8'方形水池子，在一个边缘有一条细缝，不是地往外冒水。 我当时立即然施工人员用水泥堵起来了。在水泥池子的一角有一个2’x2'的方形水泥盖子，打开一看，里面都是污物，很臭。在盖子的边缘，不时冒气泡。我当时赶紧联系septic tank company 来pump the tank. 最早能开工抽化粪池的也得等到下周一。 这个化粪池和我在网上看到的都不一样。

我现在该怎么办？

房客告诉我他们现在仍然能用shower and toilet.，no problem.

我下一步怎样跟city 和 King county 交涉？ 他们是否会退还我每月所交的一切sewer 费用？ King Conty 规定连接到city sewer 要交将近一万美元的各种 permit费用，现在county 的记录 public sewer, 如果我现在连接到city sewer, 我是否能免交这笔费用？

我周一是否需要请人再做一次sewer , 确认我的sewer line is septic tank instead of city sewer?

我当时很紧张，没有拍整个化粪池的照片，只拍了化粪池盖子的照片。
