It's absolutely the fault of the big SUV driver.

This accident is very typical of how big SUV's are driven by bad drivers.

Many big SUV drivers are very arrogant and believing big SUV with 4x4 are very safe.  In the mean time, those dirvers are bad driver.  I have seen too many big SUV's doing unsafe passing in slipery road surfaces.  So most of the SUV's are diven much faster than cars in the rain and snow.  When they want to pass, they follow the front car too closely.
