You may want to try different insurance companies.  A couple of options:

1. As occasional driver.  If the kid is in a school more than 1,000 miles away (StateFarm policy) and he/she only need to drive during breaks (summer, winter at home) then he/she qualifies.  He/she can still drive anytime anywhere.  He/she will have insurance all years long but cheaper than regular driver who has car all the time.  If you have an old liability car then the insurance will be significantly cheaper.  If you have more drivers than cars in your household the insurance will be cheaper also since he/she will not have a car all the time.  Most insurance companies have good student discount if GPA is at least B.  This is the right way to do and the kid will have driving history and get better rate a few years down the road. 

2. No insurance for the kid.  But kid has the authorization from parents to drive parents' car.  If he/she is involed in an accident, usually insurance will pay for the damage but only once.  Many people take advatage of this but insurance can also deny the coverage.  This is NOT the right way to do in my opinion.  You are taking risk and the kid will not have driving history to qualify better rate later.  But he/she may be older enough or married and qualify better rate later.
