my city is different.

First, there has to have agreement on rent for certain amount vouchur.

Then, after approved the rent, S8 will chech property and pass inspection.

Third. landlord sign lease with tenant and get the deposit from the tenant, make a copy to S8, In the mean time, S8 send me some paper works to fill out,  

Finally S8 will mail me the rent starting on the date of passing inspection. So, the first scheck is always late.

Tenant is responsible for their own deposite, S8 do not take care of that.
