Thank you, JY. This rent property is under PM management. I just got the flooding images and a bill to pay (> $3500) two days ago. It happened two weeks ago they said. They informed me very late. And they are estimating rebuild cost.

(1).If I can refuse their repairing and use my contractor.

(2).Actually, there is a down-water entrance just outside the basement, It was clogged by leaves, the tenants did not clean it, so the water flowed to basement, so if this is the tenant or PM neglect?
