usually you cannot buy on that spike

especially on Friday afternoon.

if you know that permit will be grant it, everyone else knows too. "buy the rumor, sell the news".

volume is pretty high today (those sell orders just sit there and wait the news).

my guess is that today's high is a near term top for ATPG in next 2-3 weeks (its normal behavior).
