Fidelity rep told me that it is a loophole indeed.

He has no idea when/if it can/will be fixed.

I converted accumulated T-IRA money last May, and converted this year's contribution a few days ago. Just make sure that you leave the original T-IRA account open so you can make future contribution. Also don't mix this converted Roth IRA account with other IRA accounts, it may save you some accounting time in case that a question is raised for the converted Roth IRA account.
