Read the application form DL-44. By signing your name on the bottom of the form you certify that you are legally residing in the address provided thereof. Using your address to obtain a CA driver's license is a violation of VC20, which is a misdemeanor with a punishment of up to 6 months in jail and/or $1000 in fine. It is also a perjury in violation of PC 118, with a consequences of up to 4 years in jail and/or $10000 in fine. Allowing he in doing so, you would be in fact aiding and abetting such a crime, which not only could result in losing your own driving privilege but also a punishment of your own.
