BOA desperate?

I wanted to withdraw CD before maturity, and was told the penalty is 3% of principal plus other fees, so for a $20K CD, penalty would be over $600!!!  It used to be 90day to 1-year interest forteiting as penalty.  Look like BAC is fishing and desperate needs cash?
