Qs on lawn maintenance by tenants. jy et others

All my single faimily houses are tenants' responsibility for lawn maintenance.

1. How strict you ask the tenants to take care of lawns?
2. what do you do when the lawns were full of weeds?
3. as tenants are responsible for lawn care (our leases do make sure tenants keep the lawns in good conditions, and per landlord requirement ), do you REQUIRE them to do more than lawn cutting (e.g. ways to remove, reduce weeds.)

Here no chemical (as far as I know almost all chemical weed killers) are banned. Some of the tenants (most students) cut lawns only twice a year. Weeds (all kinds) are creeping. They will cut as I told them they will incur fines from city, but it does not seem to solve the problems. also do not want to ruin the relationship with tenants.
