If it is a sink faucet, you will have two valves in the sink cabinet. But for shower, the faucet controls the shower head, so there is usually no more valve. I don't why, maybe no place to install one. It is more convenient to have one. Most likely, you need to turn the main switch off in order to replace the shower faucet.
