1. Collect all the communication record and file a consumer complaint to your state insurance board. Get your own appraisal estimate and attach it to the complaint as an evidence of dispute.

2. Make sure keep all the record when you file this complaint. It could be used as evidence at later time when you go to court to sue the driver.

If you do not know how to file a complaint, let me know which is your home state.
