what is usual problem if baseboard heater is always on

Hi, I have a tenant moved in and he found that two electric baseboard heaters always somewhat on even he put it at very low temp. It is digital controlled thermstat.

Before I drive there all the way, can someone gave me a hints the possible problems or parts need changed?
