is it a better deal to buy 95% finished house?

Any tricks in it? Agent said it needs 20k to finish the rest 5% and owner run out of money. is it pos*****le? for 1M house, Why doesn't owner just put on $20k in order to get better price? Agent said there were 4 offers already.
