two related questions - please advice!

I have one property whose rent is collected by a PM and another property whose rent is collected by myself (no PM). Which one can I claim, 10K or 25K max loss?

Another question: if you have 10 properties, how does it work? Is this the net loss you can deduct (from your W2 income) after combine all 10 properties?
