to collect more Tax from its people.

Don't you also notice that many cities police increase issuing speed-ticket, even as a result in local English/Spanish newspaper, it admits that 'city use it to generate more revenue...'.

As I know, some people do nothing wrong in Tax-claim but IRS could intentionaly increase your 'tax', thus you need to pay them more. US goverment is short of money now.
