Does it happen when you gas tank is almost empty?

Typically, the fuel system is perhaps the causes. You may try to change the fuel filter, check the fuel regulator, etc. Also, it could be a bad or oversensitive MAP sensor that causing the surge. I suggest to give more details on under what condition the symptom occurs.
