Can you please elaborate the settlement process

of Lehman CDS? The quotes were published 10 days ago, 9 cents/dollar.

How does the process work? Through DTCC? If say, I hold a CDS with notional value of 1 dollar, does the issuer have to pay me 91 cents?

Please advice.
