裸空 means sell sth that he/she does not own/have,

if I can buy without putting in money, then 裸空 will be reasonable. Do u think I can buy without using money?

裸空 means unlimited supply of shares, think about it, it is illegal from the beginning. It was devised only for Market Maker, IIRC. Now it is getting abused. So banning naked short is a fair regulation.
