To buy IRA, New York Life agent or Scottrade?

My CPA who filed tax for me hopes I can purchase IRA from his wife, who is a New York Life agent. New York Life charges $30 every year for IRA fund below $20,000.

Scottrade has no annual fee for IRA.

This is the first year I am purchasing IRA. Which is better for the future management of fund, NY Life or Scottrade? Thank you very much.
