Cashed out all position. Where and How to buy Bondd ?

I pretty much sold all my position. Right now I am hold over
95% cash. I would like to buy some bonds in the next few monthes.

Any expert here can share your knowlege about where and how
to buy bonds. I heard that some of the bonds can get 7-8% return
and without paying any interest tax. Is it true ?
