state were add something (water?) to gas to get more profit. But I have never heard this in USA. However, I do hear that some gas station offer cheap price but give less gas. I watched TV a couple of month ago that in NY city an indian owned gas station company put switch on pump to control whether give you right amount of gas.

bottom line there is no difference for gas quality per se.
