1. Michigan LSA
2. Virginia Eschols
3. Texas - Plan II
4. North Carolina
5. ASU--Barrett

These are also leading public universities.

Some schools have multiple honors programs. Not all honors program are the same.

For example, at UT Austin, Plan II is the top of cream  (they have separate residential college just like top private schools - students live in a special building). Other programs, such as business honors, liberal arts honors, are not quite as good and specially treated.
