This is not how it work!
High school counselors and college admission officers have common interest: High school wants to protect acceptance rate (maximize number of top college acceptance) and college counselors want to protect their yield (minimize non-matriculations). They will reach deals. High school counselors will know if a particular student will get in a particular colleges (of course he/she knows since he/she have long term working relatioship with colleges admission officers). College admission officer will let counselor know he/she will accept the student, of sourse student qualify, and counselor will promise admission officer this student will enroll if accepted. How does counselor know? Counselor asked students to list their inetrested colleges in order and will also reach deals with the students though the student may not realize. TALK TO YOUR COUNSELORS! PAY ATTENTION TO EVERYTHING COUNSELORS SAID!
