different state has different rules regarding to foreclosure sale, tax sale, tax deed sale, sheriff sale and estate auction, you need to learn and understand all the procedure before bidding, usually foreclosure and sheriff sale are non redeemable, and tax and tax deed sale the owner has up to 5 years to redeem the property.
REO are bank own properties back on the market, you may want to find a local agent that knows the inside out and let them know what you looking for and have cash on hand, so they can let you peek the REO list before it hit the market.
