He can apply for a tax ID from IRS. He also needs to set up a bank account in US using the tax id. He also need to get all funds transferred to US bank before submitting an offer since a lot of sellers require proof of fund.

Financing might be difficult since he doesn't have credit history. Borrowers need well established credit with three credit bureaus.
