I have seen some cases in Collin county. The judge would be in favor of tenant if landlord did not send the final bill/statement of cost of repair. State law requires the landlord give the final bill/statement within 30 days.  If the tenant did not receive it, s/he is entitle of full refund regardless of actual demage in the property.
