Yes, I am doing it now. You must change your residency to the state by change your drivers licenses, voter registration,vehicle registration etc. Then declair your primary residency in your "new" state and pay the non residence property tax to your properties in your old state. I am not from Californai but from midwest, my old state has a high income tax rate.
